Lord Adonis said that ideas to cut the drink-drive limit for motor insurance holders by almost half should be taken seriously, but stressed that no plans are in place yet.
The transport secretary spoke to Andrew Marr on his BBC show, stating that he has asked road traffic expert Sir Peter North to look at the issue and produce a report on it.
He stressed that at the moment the suggestions for motor insurance holders are a "set of ideas that are being bandied around".
"No decisions have been taken and obviously I would want to weigh the evidence very carefully before we make a change," Lord Adonis told the Andrew Marr Show.
He added that a lot of progress has been made in the last 30 years, with awareness campaigns and the introduction of the breathalyser, but stated that there is still room for improvement.
Lord Adonis continued: "430 people a year are killed on our roads in drink-drive incidents. That's 430 too many."
