Brake has called for ring-fenced funding for road safety initiatives which could benefit car insurance policyholders.
The charity welcomed the government's proposal to launch an Urban Challenge Fund, but said that there should be a more "fundamental commitment" to increased financing for safety initiatives.
It wants ring-fenced money to be used for lower speed limit zones in communities, plus facilities such as pedestrian crossings and cycle paths which would benefit car insurance policyholders and other road users.
"Our volunteers who campaign for road safety come up against financial barriers to desperately needed safety improvements time and time again," said Brake's campaigns officer Ellen Booth.
Under the government's plans, cities would be able to apply for the Urban Challenge Fund for money to tackle congestion, improve safety and lower carbon emissions, among other things.
Local authorities will be invited to comment on the proposals which were outlined in a discussion paper.
